Francis (Skip) Fennell, PhD, is emeritus as the L. Stanley Bowlsbey Professor of Education and Graduate
and Professional Studies at McDaniel College in Maryland, where he also directed the Elementary Mathematics Specialists and Teacher Leaders Project (ems&tl).
