Highlights presents Billy and the Bully written by Della Cohen. The new boy, Walt, starts picking on Billy. Billy's friends quickly size up Walt as a bully. They start chanting 'Halt, Walt' and attract the attention of Mrs. Solomon. Mrs. Solomon tells Walt that acting like a bully isn't the way to make new friends. Then she enlists Walt in a secret class project that may help spark a friendship between the boys.
